Job Highlights

The Department of Labor & Industries (L&I) is a diverse state agency dedicated to the safety, health, and security of Washington's workers. Our rules and enforcement programs also help ensure workers are paid what they are owed, that children's and teens' work hours are limited, and that consumers are protected from unsound business practices.

Insurance Services is the largest division within the agency and administers one of the premier workers’ compensation organizations in the nation serving over 3.8 million employees working for 260,000 employers.

The Employer Services program within the Insurance Services Division is responsible for establishing and maintaining industrial insurance accounts for over 230,000+ employers and 2.7 million employees doing business throughout the state of Washington.   The program provides a wide array of services to employers in the State Fund from helping new businesses get workers’ compensation coverage to specialized underwriting.

The Industrial Insurance Underwriter 2 (IIU2) position is located within Employer Services Division of Insurance Services. 

The job of an Industrial Insurance Underwriter is complex. We are seeking candidates who are passionate about providing exceptional customer service. You will work with employers providing assistance and education over the phone, answering customer questions and functioning as a liaison between several L&I program areas, staff and clients. You will interpret laws and regulations, provide policy and procedural clarification, and correct unresolved or recurring problems. As an Industrial Insurance Underwriter 2, you’ll receive intermittent training over a 6 week period, followed by continued on-the-job training by a supervisor and technical lead. Since this position is deadline driven, your ability to be present for work daily will be instrumental in your success. 

Duties

Some of what you’ll do:

  • Underwrites Industrial Insurance workers’ compensation policies as governed by Title 51 of the Revised Code of Washington (RCW) and Washington Administrative Code Chapters (WAC) 296-17 and 296-17A. IIU3 administers services to over 300 risk classifications representing multiple industries.
  • Administer and enforce the principles of industrial insurance and make the final determination regarding whether employers are mandated by law to have open active workers’ compensation accounts.
  • Assign complex risk classifications to certify employer accounts are properly underwritten and classified based on the hazardous exposure of their industry
  • Analyze and research internal and interagency records to ensure that industrial insurance policies are underwritten correctly and that the department has the most current information.
  • Act as an internal expert and resource on employer accounts
  • Adjudicate industrial insurance claim coverage according to RCW 51.12. Determine employer/employee relationship, independent contractor status and claim jurisdiction per RCWs.
  • Research and adjust agency reporting records using the agency’s Employer Accounting System Enhancements (EASE) program to ensure fiscal integrity and accuracy of employer accounts and quarterly reporting.

Qualifications

Required:

Experience as an Industrial Insurance Underwriter 1.

AND

A Bachelor’s degree with a field of focus involving tax liabilities, insurance benefits, risk classification, accounting or bookkeeping work, research, statistical or management analysis or related fields.

 *Additional qualifying experience may substitute year for year, for the required education.  This experience must include two years of direct customer service.

  • The ability to take action to learn and grow.

  • Using personal computers, including hardware and software such as MS Word, EXCEL, PowerPoint and other programs to produce timely and accurate work products that fully satisfy the demands of the assignment. 
  • Writing Skills: Able to compose clear, straightforward, and technically correct documents; chooses the most effective and meaningful written form to express information; able to proofread and edit information to improve its clarity, organization, content, etc. according to accepted rules of English language; able to write at different reading and education levels by altering words, length of sentences, and depth of explanation. 
  • Verbal Communications:  Expresses ideas and information through the spoken word using language that is appropriate to both the complexity of the topic and the knowledge and understanding of the audience; speaks English well enough to clearly communicate information to listeners. 
  • Time Management: Setting and adhering to priorities; meeting productivity standards, deadlines and work schedules; pursuing efficiency and economy in the use of resources; being responsive and timely to emails, phone messages, and mail; efficient, effective use of work time, equipment, and resources. 
  • Mathematical Reasoning: Accurately chooses from and utilizes a variety of mathematical techniques to formulate conclusions or solve practical problems.
  • Safety:  Complies with all safety regulations and understands why they are important.   Performs work in a safe manner at all times, including while operating a vehicle or working offsite.  Maintains organized work area, free of hazards.   Reports unsafe conditions promptly.   Maintains personal protective equipment where required.  Attends all required safety and health training.  Seeks guidance from supervisor. 
  • Customer Centered Actions: Providing products and services that consistently meet or exceed the needs and expectations of customer; using customer satisfaction as a key measure of quality; understanding and being responsive to customers’ objectives and needs; being accessible, timely, and responsive in dealing with customers; handling customer inquiries and complaints promptly, and courteously; exhibiting integrity and honesty.
  • Dependability:  Reports to work every day and on time.  Is fully prepared and conforms to assigned work hours and schedule.  Notifies supervisor immediately when unexpected problems cause absences, tardiness or the need to leave early.  Makes arrangements to ensure workload is covered.  Provides adequate notice for planned leave.
