Technical Writer – Federal Data & Analytics Proposals

Position Summary
We are looking for a technical writer with federal experience to support proposal development and technical documentation. The position may be structured as either part-time W-2 employment or a 1099 contract, based on candidate preference and fit. Please indicate your preference when you apply. This role is ideal for someone who understands federal acquisition processes and can translate complex data and cloud concepts into clear, compliant, and persuasive written material.
Key Responsibilities
● Draft, edit, and format proposal volumes (technical, management, past performance) in response to federal RFPs, RFIs, and RFQs involving data platform, cloud migration, and analytics solutions
● Translate technical input from data architects, engineers, and cloud SMEs into clear, compelling proposal narrative
● Write and maintain technical documentation such as system architecture descriptions, data migration plans, SOPs, capability statements, and white papers covering data platforms, cloud environments (e.g., AWS/Azure/GCP GovCloud), and analytics/visualization tools
● Accurately convey technical concepts, including data warehousing, ETL/ELT pipelines, interoperability, data governance, and BI/visualization platforms, without oversimplifying or misrepresenting capability
● Collaborate with SMEs, capture managers, and program staff to gather and synthesize input
● Maintain consistency in tone, style, and terminology across documents (per style guide)
● Support proposal color team reviews (Pink/Red/Gold Team edits)
● Track and manage documentation version control and submission deadlines
Required Qualifications
● 3+ years of experience as a technical or proposal writer, with direct experience supporting federal contracts
● Demonstrated ability to quickly learn and accurately convey unfamiliar technical subject matter based on SME input
● Familiarity with FAR/DFARS, Shipley or similar proposal methodologies, and federal solicitation structures
● Strong command of grammar, structure, and plain-language writing principles
● Experience with Microsoft Word/SharePoint; familiarity with Adobe/desktop publishing a plus
● Ability to manage multiple deadlines independently in a remote environment
Preferred Qualifications
● Comfort working with and writing about data/cloud technical content (data warehousing, cloud migration, analytics, or similar)
● Experience writing proposals or documentation for data platform, cloud migration, or analytics/BI engagements specifically
● Familiarity with federal cloud environments (GovCloud, FedRAMP) and data governance/interoperability requirements
● Experience with a specific agency or sector (DoD, DHS, HHS, GSA, etc.)
● Writing samples demonstrating technical/data-focused federal proposal work
The salary range provided represents the estimated compensation for new hires in this position, applicable across all locations. Actual offers may vary based on factors such as the candidate's skills, qualifications, experience, and market conditions.
