Job Description: Naval Engineering Support Program Manager Constellation Inc is seeking an experienced Program Manager (PM) to provide executive leadership, strategic direction, and full lifecycle program management oversight in support of the U.S. Coast Guard (USCG) Engineering and Technical Support Services contract. The PM will be responsible for managing multidisciplinary engineering, acquisition, and technical support services spanning naval architecture, marine engineering, C5ISR systems, requirements management, and acquisition lifecycle support. The PM will serve as the primary interface with the Contracting Officer (CO), Contracting Officer’s Representative (COR), Technical Authorities (TAs), and key USCG stakeholders, ensuring all contractual, technical, financial, and administrative requirements are delivered on time, within scope, and within budget. The PM ensures alignment with USCG acquisition objectives, including modernization of surface assets, engineering design support, lifecycle sustainment, and compliance with federal acquisition and engineering standards.
Key Responsibilities
Lead and manage all program activities supporting engineering and technical services for USCG surface asset acquisition and lifecycle support
Establish and oversee a Program Management Office (PMO) to ensure integrated planning, execution, and performance across all task areas
Direct multidisciplinary teams across naval architecture, marine engineering, C5ISR, requirements management, and acquisition support functions
Oversee engineering support activities including feasibility studies, design reviews, performance evaluations, and technical assessments for surface assets
Manage development and delivery of acquisition artifacts, including SOWs, System Specifications, CDRLs, Data Items (DIs), and certification matrices
Ensure traceability of requirements using tools such as DOORS and alignment between operational requirements, specifications, and contract deliverables
Oversee preparation and review of technical data packages and support RFI/RFP development, including Sections C, J, L, and M
Develop and maintain program management deliverables such as the Program Management Plan (PMP), Integrated Master Schedule (IMS), risk registers, and status reports
Monitor program performance using metrics and KPIs, ensuring adherence to cost, schedule, and technical baselines
Manage program financials, including budgeting, resource allocation, staffing plans, subcontractor oversight, and Level of Effort (LOE) tracking
Ensure compliance with Federal Acquisition Regulations (FAR), DHS/USCG policies, engineering standards, and cybersecurity requirements (RMF)
Implement proactive risk management practices, including identification, analysis, mitigation, and reporting of program risks
Lead stakeholder engagement, including development of executive briefings, technical reports, and coordination with USCG program offices and external partners
Oversee quality assurance and technical deliverable review processes to ensure accuracy, completeness, and compliance with contract requirements
Qualifications
Minimum 10 years of program management experience supporting federal contracts
Demonstrated experience managing large-scale engineering or acquisition programs
Proven experience supporting USCG
Strong understanding of:
Naval or maritime engineering environments (preferred)
Federal acquisition lifecycle and documentation
Requirements management tools (e.g., DOORS)
Experience managing multidisciplinary technical teams
Bachelor’s degree in Engineering, Program Management, Business, or related field (Master’s preferred)
