Consultancy Title: Proposal Writer

Duration of Consultancy: Up to 10 days per assignment, with the possibility of extension

PURPOSE

World Learning seeks consultants to serve as proposal writers for U.S. Department of State, Bureau of Education and Cultural Affairs (ECA) proposals. Proposals focus on academic and professional exchanges for both youth and adults.

DESCRIPTION OF SERVICES

• Serve as lead writer for the funding opportunity.
• Review background documents provided by World Learning to inform development of responsive and well-supported approaches to key programmatic elements and challenges.
• Review the detailed proposal outline provided by World Learning, gather targeted technical input, and integrate their expertise into the proposal narrative and overall program design.
• Produce technical narrative draft sections that are both compliant with the solicitation and compelling to the donor in line with the proposal milestones.
• Contribute to technical annex development, as needed.
• Participate in review meetings to discuss and receive feedback.
• Ensure seamless integration of consolidated inputs and revisions into technical drafts.
• Other tasks, as assigned.

QUALIFICATIONS

• Bachelor's degree in English, international relations, international development, international education, or a related field; master's preferred.
• At least seven years of relevant professional experience, including a minimum of five years in program design or management of USG-funded exchange programs.
• Expertise in the U.S. Department of State, Bureau of Education and Cultural Affairs (ECA) exchange programming, with familiarity with ECA requirements for compliant and responsive proposals.
• Strong technical writing, editing, and synthesis skills; experience in USG proposal writing preferred.
• Ability to translate complex information into clear, concise, and compelling work products.

The consultancy award will be based on a combination of factors, including best value, consultant qualifications and experience, and interviews.
